New Mexico has a complex gaming history. When the IGRA was signed by Congress in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to get on the Native casino bandwagon. Politics guaranteed that wouldn’t be the case.

The New Mexico governor Bruce King assembled a task force in 1990 to draft an accord with New Mexico Native tribes. When the panel arrived at an agreement with 2 big local tribes a year later, the Governor refused to sign the bargain. He held up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it seemed that Indian gambling in New Mexico was a certainty. But when the new Governor passed the accord with the Indian tribes, anti-gambling forces were able to hold the contract up in the courts. A New Mexico court found that the Governor had out stepped his bounds in signing a deal, thereby costing the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It required the Compact Negotiation Act, signed by the New Mexico legislature, to get the ball rolling on a full contract between the Government of New Mexico and its American Indian tribes. Ten years had been lost for gambling in New Mexico, including Indian casino Bingo.

The nonprofit Bingo industry has gotten bigger from Nineteen Ninety-Nine. In that year, New Mexico not for profit game providers brought in only $3,048. This number grew to $725,150 in 2000, and exceeded one million dollars in revenues in 2001. Nonprofit Bingo earnings have grown steadily since that time. Two Thousand and Five saw the greatest year, with $1,233,289 earned by the operators.

Bingo is categorically beloved in New Mexico. All types of operators try for a bit of the action. With hope, the politicians are done batting over gaming as a key issue like they did back in the 90’s. That’s most likely hopeful thinking.
