New Mexico has a bitter gambling past. When the Indian Gaming Regulatory Act was passed by Congress in 1989, it seemed like New Mexico would be one of the states to get on the Indian casino craze. Politics guaranteed that wouldn’t be the situation.

The New Mexico governor Bruce King assembled a working group in 1990 to create a compact with New Mexico Amerindian bands. When the panel came to an agreement with two important local tribes a year later, Governor King declined to sign the agreement. He held up a deal until Nineteen Ninety Four.

When a new governor took office in 1995, it seemed that American Indian wagering in New Mexico was now a certainty. But when the new Governor passed the accord with the Amerindian bands, anti-gambling groups were able to tie the deal up in the courts. A New Mexico court ruled that the Governor had overstepped his bounds in signing the accord, thus costing the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It took the Compact Negotiation Act, passed by the New Mexico legislature, to get the ball rolling on a full compact between the Government of New Mexico and its Native bands. A decade had been lost for gaming in New Mexico, which includes Amerindian casino Bingo.

The non-profit Bingo business has increased since 1999. That year, New Mexico charity game operators acquired only $3,048 in revenues. That climbed to $725,150 in 2000, and passed a million dollars in 2001. Non-profit Bingo earnings have increased steadily since then. Two Thousand and Five witnessed the greatest year, with $1,233,289 earned by the operators.

Bingo is certainly favored in New Mexico. All kinds of operators look for a slice of the pie. Hopefully, the politicos are through batting over gaming as an important issue like they did back in the 90’s. That is most likely hopeful thinking.
