New Mexico has a complex gaming history. When the IGRA was signed by the House in Nineteen Eighty Nine, it seemed like New Mexico might be one of the states to cash in on the Native casino bandwagon. Politics guaranteed that wouldn’t be the situation.

The New Mexico governor Bruce King assembled a working group in Nineteen Ninety to draft a contract with New Mexico American Indian tribes. When the working group arrived at an agreement with two important local tribes a year later, the Governor declined to sign the bargain. He would hold up a deal until Nineteen Ninety Four.

When a new governor took over in Nineteen Ninety Five, it appeared that Indian gambling in New Mexico was a certainty. But when the new Governor signed the contract with the Amerindian tribes, anti-wagering groups were able to tie the accord up in courts. A New Mexico court found that the Governor had out stepped his bounds in signing the accord, therefore denying the government of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It took the CNA, passed by the New Mexico legislature, to get the process moving on a full compact between the Government of New Mexico and its Indian bands. Ten years had been squandered for gambling in New Mexico, including American Indian casino Bingo.

The not for profit Bingo business has gotten bigger since 1999. That year, New Mexico not for profit game providers brought in only $3,048. This number grew to $725,150 in 2000, and surpassed a million dollars in revenues in 2001. Nonprofit Bingo earnings have grown steadily since then. Two Thousand and Five witnessed the largest year, with $1,233,289 earned by the owners.

Bingo is apparently popular in New Mexico. All types of providers try for a piece of the action. With hope, the politicians are through batting over gaming as a hot button issue like they did back in the 1990’s. That is probably hopeful thinking.
