New Mexico has a stormy gaming past. When the IGRA was signed by the House in 1989, it seemed like New Mexico might be one of the states to cash in on the Indian casino bandwagon. Politics assured that would not be the case.

The New Mexico governor Bruce King announced a working group in 1990 to draft an accord with New Mexico American Indian tribes. When the working group arrived at an agreement with 2 important local bands a year later, Governor King refused to sign the agreement. He held up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it appeared that American Indian wagering in New Mexico was a certainty. But when the new Governor passed the accord with the Amerindian tribes, anti-gambling groups were able to tie the accord up in courts. A New Mexico court found that Governor Johnson had overstepped his bounds in signing a deal, thereby denying the government of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It took the CNA, signed by the New Mexico house, to get the process moving on a full contract amongst the Government of New Mexico and its Native bands. 10 years had been lost for gaming in New Mexico, including American Indian casino Bingo.

The non-profit Bingo industry has gotten bigger from 1999. In that year, New Mexico charity game providers acquired only $3,048. That climbed to $725,150 in 2000, and surpassed one million dollars in 2001. Nonprofit Bingo earnings have increased steadily since then. 2005 saw the biggest year, with $1,233,289 grossed by the providers.

Bingo is certainly favored in New Mexico. All sorts of owners try for a bit of the pie. With hope, the politicians are through batting over gaming as a hot button matter like they did in the 1990’s. That’s most likely wishful thinking.
