New Mexico has a complex gambling past. When the IGRA was passed by the House in 1989, it looked like New Mexico might be one of the states to cash in on the Native casino craze. Politics guaranteed that would not be the situation.

The New Mexico governor Bruce King assembled a task force in Nineteen Ninety to negotiate a contract with New Mexico Native bands. When the panel came to an accord with two big local bands a year later, the Governor declined to sign the agreement. He held up a deal until 1994.

When a new governor took over in 1995, it seemed that American Indian gambling in New Mexico was now a certainty. But when the new Governor passed the compact with the Indian bands, anti-gaming groups were able to hold the accord up in the courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing the deal, thus denying the state of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It took the CNA, signed by the New Mexico house, to get the ball rolling on a full accord between the State of New Mexico and its American Indian tribes. Ten years had been squandered for gambling in New Mexico, which includes Native casino Bingo.

This number grew to $725,150 in 2000, and passed one million dollars in 2001. Bingo is apparently favored in New Mexico. All types of operators try for a slice of the pie. With hope, the politicians are done batting over gambling as a key matter like they did in the 1990’s. That is without doubt hopeful thinking.
