Bingo in New Mexico

New Mexico has a complex gambling past. When the IGRA was signed by Congress in 1989, it seemed like New Mexico would be one of the states to cash in on the Indian casino bandwagon. Politics assured that wouldn’t be the case.

The New Mexico governor Bruce King announced a task force in 1990 to discuss an accord with New Mexico American Indian tribes. When the task force arrived at an accord with 2 prominent local bands a year later, Governor King declined to sign the bargain. He held up a deal until 1994.

When a new governor took office in 1995, it seemed that Amerindian gambling in New Mexico was now a certainty. But when Governor Gary Johnson passed the accord with the American Indian tribes, anti-wagering forces were able to hold the contract up in the courts. A New Mexico court found that the Governor had out stepped his bounds in signing the deal, thereby denying the state of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.

It took the Compact Negotiation Act, passed by the New Mexico legislature, to get the process moving on a full compact amongst the State of New Mexico and its Native bands. A decade had been burned for gaming in New Mexico, including Amerindian casino Bingo.

The nonprofit Bingo business has gotten bigger since 1999. That year, New Mexico non-profit game operators brought in just $3,048 in revenues. That climbed to $725,150 in 2000, and passed a million dollars in 2001. Nonprofit Bingo earnings have grown constantly since then. 2005 witnessed the largest year, with $1,233,289 earned by the owners.

Bingo is apparently favored in New Mexico. All kinds of owners try for a slice of the action. Hopefully, the politicos are through batting over gaming as a key issue like they did in the 90’s. That’s most likely hopeful thinking.
