New Mexico Bingo

New Mexico has a complex gambling history. When the IGRA was passed by the House in 1989, it looked like New Mexico might be one of the states to get on the American Indian casino craze. Politics assured that wouldn’t be the case.

The New Mexico governor Bruce King announced a task force in 1990 to create a compact with New Mexico Amerindian bands. When the task force came to an accord with two important local tribes a year later, Governor King refused to sign the bargain. He would hold up a deal until 1994.

When a new governor took office in 1995, it appeared that Amerindian gaming in New Mexico was now a certainty. But when Governor Gary Johnson signed the accord with the Native tribes, anti-wagering forces were able to hold the deal up in the courts. A New Mexico court found that Governor Johnson had out stepped his bounds in signing a deal, thus costing the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It required the Compact Negotiation Act, passed by the New Mexico government, to get the process moving on a full contract between the Government of New Mexico and its Amerindian bands. A decade had been burned for gaming in New Mexico, which includes American Indian casino Bingo.

The not for profit Bingo business has grown since 1999. In that year, New Mexico not for profit game operators acquired just $3,048. This number grew to $725,150 in 2000, and surpassed a million dollars in 2001. Not for profit Bingo revenues have grown steadily since that time. 2005 saw the biggest year, with $1,233,289 earned by the providers.

Bingo is certainly favored in New Mexico. All sorts of providers try for a bit of the pie. Hopefully, the politicians are through batting over gaming as a key issue like they did back in the 90’s. That’s most likely hopeful thinking.
